Our Company Milestones
2017
The foundation of HERO Construction and Development Corporation began with the aspirations of two young engineers, Engr. Herbert Diapolet and Engr. Rogin Ylaya, while they were completing their graduate degrees in Structural Engineering at the University of San Carlos in Cebu City. With a shared passion for the construction industry and a desire to make a difference in the built environment, they formalized their partnership by registering their business with the Department of Trade and Industry (DTI) under the name HD Engineers+Builders.
2018
The first set of small-scale projects was awarded to the company.
2019
Philippine Contractors Accreditation Board (PCAB), the regulatory arm of DTI in the construction sector, has awarded the company with Category D and Small B for government infrastructures.
2020
Transformed company structure from sole proprietorship to corporation, HERO Construction and Development Corporation.

Herbert Diapolet
Meet our accomplished civil engineer! With a degree from Southern Leyte State University (SLSU) earned through academic scholarships, he later specialized in Structural Engineering with a masters degree from the University of San Carlos. Experienced in offshore engineering, real estate consultancy, and teaching, he's a licensed civil engineer serving as a project manager for projects in the Philippines.
Rogin Ylaya
Meet Rogin U. Ylaya, our Operations Manager and multi-licensed engineer. With an impressive academic record and a holder of Master of Engineering in Civil Engineering from the University of San Carlos, he excels in designing and supervising residential and commercial projects. A licensed civil engineer, registered master plumber, and accredited Materials Engineer I, his expertise is invaluable!
