Our Company Milestones
2017
The foundation of HERO Construction and Development Corporation began with the aspirations of two young engineers, Engr. Herbert Diapolet and Engr. Rogin Ylaya, while they were completing their graduate degrees in Structural Engineering at the University of San Carlos in Cebu City. With a shared passion for the construction industry and a desire to make a difference in the built environment, they formalized their partnership by registering their business with the Department of Trade and Industry (DTI) under the name HD Engineers+Builders.
2018
The first set of small-scale projects was awarded to the company.
2019
Philippine Contractors Accreditation Board (PCAB), the regulatory arm of DTI in the construction sector, has awarded the company with Category D and Small B for government infrastructures.
2020
Transformed company structure from sole proprietorship to corporation, HERO Construction and Development Corporation.

Today, HERO Construction and Development Corporation has evolved into a leading engineering design and construction firm, known for its innovative approach, sustainability and exceptional service. The company remains true to its roots and the core values of its founders and continues to be guided by the principle of "Quality construction, delivered on time."
Team Members

Herbert Diapolet
Herbert M. Diapolet serves as the General Manager of the design-and-build firm, HD Engineers+Builders, in partnership with Rogin Ylaya. He obtained his civil engineering degree at Southern Leyte State University (SLSU) in 2012 though academic scholarships. He was an active student leader and a campus editor. He pursued his graduate studies at the University of San Carlos in 2018, earning Master of Engineering in Civil Engineering degree, with specialization on Structural Engineering, under a scholarship grant from DOST-ERDT. He worked at an offshore engineering and real estate consultancy firm in Australia for 2 years while teaching engineering subjects in SLSU. He is a licensed civil engineer practicing since 2013 and has served as a consultant in several retrofitting and construction projects in the Philippines.

Rogin Ylaya
Rogin U. Ylaya is the current Operations Manager of the design-and-build firm, HD Engineers+Builders. He graduated at the Cebu Technological University (CTU) magna cum laude in 2013. He has an excellent academic track and a winner in several quiz bowl competitions. He has been granted by University of San Carlos in 2017 with the degree, Master of Engineering in Civil Engineering, specializing in Structural Engineering, through a scholarship grant from the Engineering Research and Development for Technology (ERDT) under the Department of Science and Technology (DOST). He has designed various residential and commercial projects as structural engineer. He was a college instructor at CTU for a year until he has shifted doing full time structural design works and construction projects. He is a licensed civil engineer, registered master plumber, and an accredited Materials Engineer I by the Department of Public Works and Highways.
